One great thing about GTA 5 is the amount of variety there is for an open-world single-player game and though it’s not as innovative as, say, Legend of Zelda: Breath of the Wild, the fact that you can do heists and go on a killing spree makes it a little more fun.
Heists are a major part of GTA 5 since the lead characters - Michael, Franklin, and Trevor - become a team that partakes in heists so they can make money, so forming an Ocean’s-style crew was inevitable.

How To Unlock Chef In GTA 5 - Heist Crew Member Guide
Unfortunately, much like a turn-based JRPG, not every crew member in GTA 5 is essential as some characters just excel at certain skills than others and you only need a couple of people if we’re being honest.
Still, for those that just want to recruit every crew member in GTA 5, here’s how to get Chef, who isn’t the worst member in the game but is also a lesser Packie McReary, albeit easier to recruit.
While Packie needs a random event to get recruited, Chef is a lot easier to get since you recruit him shortly after completing the Blitz Play mission.
Granted, this is technically a heist mission so it’s a bit time-consuming but once the mission is done, you will get a text from Chef himself to confirm that he is now part of the group.
As we stated earlier, Chef isn’t as good as Packie but considering the loops you have to jump through just to get the GTA 4 character, we wouldn’t blame you for just sticking with Chef.
You can do much worse in this game if we’re being honest.
