Expand Your Districts, Don’t Build New Ones

There may come a point where your overall resource count won’t be sufficient, leading to more demand but no supply. This will contribute to distress among your citizens, promoting ill behavior and giving rise to criminal activities.
If left unchecked, the increasing detriments to society can draw the people against you. To prevent this from happening, laws can be put in place. You can also use physical force (patrol officers) or revert to imprisonment.
While laws can be set, changed, or removed—you must first get a two-thirds majority in the council.
