Does Pokemon Go have a shiny Emolga?
No, you can find and capture Shiny Emolga once it starts appearing during the Community Event. Shiny Emolga has not been added to Pokemon Go yet and there isn't any option to find and capture it either. However, other electric-type Pokemon, such as Chinchoe, Electrike, Blitzle, Joltik, and Helioptile, who are appearing in the event all have shiny variants.
Furthermore, Emolga has no evolutions in Pokemon Go either.
How to find Emolga in Pokemon Go
The only way to catch Emolga in Pokemon Go is by finding it and capturing it in the wild. There is no set method to catch an Emolga, but it gets a spawn rate increase during community events like the one that took place recently.
The Charged-Up Research Day community event that took place on Sunday, 3 March, 24, from 2 PM to 5 PM local time increased Emolga's spawn rate. Hopefully, we'll see another soon.
Furthermore, due to its typing as a Flying and Electric Pokemon, you can often find Emolga during windy or stormy weather. Electric Pokemon tend to appear more in urban areas and city centres with plenty of electricity.
Emolga has a maximum CP value of 1633 and is Vulnerable to Rock and Ice-type moves. Meanwhile, it's resistant to Ground, Fighting, Flying, Bug, Steel, and Grass-type attacks.
