Yes, Wesker does appear in Resident Evil 4 remake. It's a cameo just as fleeting as his initial cameo in the original game, but it's nonetheless pretty important.
After the first batch of closing credits roll, we cut to a scene of Ada Wong in a helicopter, leaving the island with a Plaga sample after helping Leon defeat Saddler. It turns out that her mysterious employer is none other than Albert Wesker, who wants the Plaga to infect billions and create a new wave of malleable bioweapons. Disturbed by this, Ada hangs up on the sunglasses-wearing villain and turns the chopper around.

Wesker's appearance in Resident Evil 4 is important on several levels. First, it re-establishes him as a main antagonist in the series, having not canonically shown up since the Resident Evil: Code Veronica.
