Last week Blizzard spoke about plans to introduce free character transfers from low population realms to help fix some balance issues, and today has enabled the feature.
Not all realms are the same as only PvP players can move freely, but PvE servers can only transfer to other PvE servers, and RP realms have other restrictions.
There are some servers that have not made the list of exit realms and players are voicing their displeasure with Blizzard so it is possible more servers will open in the coming days.
Blizzard is likely trying to fix servers populations before the big release of Phase 3 which includes the Black Temple which will bring more players back to the game.

Blizzard has not said when these transfers will stop being given to players, although it could be a permanent feature, as players returning to the game on these servers will be left with nobody to play with, so we could potentially see servers even shut down or disabled to create new characters on.
Servers will continue to Lose players as time goes on, and there is just a temporary fix, and Blizzard will need to do something drastic in the upcoming months to ensure the health of WoW Classic.
Now with Shadowlands, TBC Classic, and WoW Classic, there are more options than ever to experience World of Warcraft and the addition of the inevitable Wrath of the Lich King Classic just means players will be split up even more than ever, causing all servers to lose players.
Blizzard will need to fix this in the future as World of Warcraft is an MMO that requires a healthy player base to experience the world to its fullest potential.
